In order to improve the quality of laboratories' performance as part of a quality strategy, the institute established the proficiency testing center.
The center began its activities in 1392 with the development of the national standard INSO-ISO-IEC 17043 to advance the following objectives:
•
evaluation of the performance of laboratories for specific tests or measurements and monitoring laboratories' continuing performance;
•
identification of problems in laboratories and initiation of actions for improvement which, for example, may be related to inadequate test or measurement procedures, effectiveness of staff training and supervision, or calibration of equipment;
•
establishment of the effectiveness and comparability of test or measurement methods;
•
provision of additional confidence to laboratory customers;
•
identification of interlaboratory differences;
•
education of participating laboratories based on the outcomes of such comparisons;
•
validation of uncertainty claims;
•
evaluation of the performance characteristics of a method – often described as collaborative trials;
•
assignment of values to reference materials and assessment of their suitability for use in specific test or measurement procedures;
•
support for statements of the equivalence of measurements of National Metrology Institutes through “key comparisons” and supplementary comparisons conducted on behalf of the International Bureau of Weights and Measurement (BIPM) and associated regional metrology organizations.
Proficiency Testing Center ability to implement schemes in laboratory groups of hallmarks on precious metals, electric and electronic, automotive industries, Construction & mineral materials, chemical and petrochemical and polymer industries, food & agricultural industries, metrology (calibration), mechanic and metallurgy, medical engineering, textile and leather, packaging and celluloses materials and, health and cosmetics, and microbiology.
The most important activities of the center include:
•
Establishing quality management system of the Proficiency Testing Center based on the standards of INSO-ISO 9001 and INSO-ISO-IEC 17043
•
Design (development and operation) of proficiency testing schemes
•
Design (development and operation)of interlaboratory comparisons
•
Ranking of laboratories
•
Preparation and sale of proficiency test items
•
Preparation and sale of reference materials in accordance with the requirements of ISO Guide 35 and the requirements of ISO 17034
•
Establishment of the official site of the Standard Proficiency Testing Center
to register participants and exchange information through the extended IT Infrastructure
